The American entrepreneur cofounded several agricultural and property companies in Florida and has been the executive director representing the United States at the AfDB since May 2017 when he was appointed by the White House to succeed Walter Crawford Jones (formerly of OPIC, appointed in 2010 by Barack Obama). Over the last few months, Dowd has been caught in the crossfire of the institution’s governance crisis that ignited at the end of January when an anonymous whistle-blowers’ letter to the audit committee accused Akinwumi Adesina of poor governance and human resources management, and criticised a number of contracts approved during his presidency.
