Under renegotiation since the summer following parliamentary investigation committee recommendations (Jeune Afrique Business+, 21 July 2020), the concession agreement for the extension of the Friendship Port of Nouakchott (PANPA) is now complete. Mauritania, notably represented by Minister of Equipment and Transport Mohamedou Ould M’Haimid, and the country’s partners Meridiam, Olam and AFC (which controls Arise) have agreed – without counsel from external firms – on several clarifications to the contract. First among these are the so-called “sovereign” functions, which once again fall neatly within PANPA’s remit.
