Terminal Link had won Luanda port concession before Rodolphe Saadé said no

 DP World signed the concession contract for the Luanda multipurpose terminal on 25 January. According to Jeune Afrique Business+ sources, however, the Emirati group won the deal because the leading candidate in the bidding process, Terminal Link, did not want to go ahead.

Following the termination of the previous concession in July 2019, Luanda’s port authority issued an international call for tenders in December 2019. Three candidates made the final list to negotiate a 20-year concession with the Angolan authorities—DP World, the Philippine ICTSI and Terminal Link (a 51% subsidiary of CMA CGM and 49% subsidiary of China Merchants Ports.
